According to the administrative measures for the identification of high-tech enterprises, high-tech enterprises refer to the resident enterprises that continue to carry out research and development, transform technological achievements, form core independent intellectual property rights and carry out business activities on the basis of "high-tech fields supported by the state. They are registered in China (excluding Hong Kong, Macau and Taiwan) for more than one year. under the guidance and management of the ministry of science and technology, the ministry of finance, and the state administration of taxation, it needs to go through layers of screening and strict examination.

(1) Financial value
1. The enterprise income tax shall be reduced by 10%, the high-tech enterprises by 15%, and the non-high-tech enterprises by 25%;
2. If the research and development expenses of an enterprise do not form intangible assets and are included in the profit and loss of the current period, they shall be deducted before tax at 75% of the actual amount incurred. If an intangible asset is formed, 175 per cent of the cost of the intangible asset will be amortized before tax;
(2) Capital value
1. High-tech enterprises are necessary conditions for government departments and industry organizations at all levels to provide preferential policies and financial support to enterprises;
2. It is conducive to attracting the intervention of venture capital institutions and financial institutions, and promoting the industrialization and expansion of enterprises;

(3) Market value
1. It is beneficial for the enterprise to open up domestic and foreign markets and prove that its technical level has reached at least the domestic or international advanced level;

Conditions and procedures for the identification of high-tech enterprises
To be recognized as a high-tech enterprise, the following conditions must be met at the same time:
(1) The enterprise must be incorporated for at least one year at the time of applying for recognition;
(2) The enterprise acquires the ownership of intellectual property rights that play a core supporting role in the technology of its main products (services) through independent research and development, transfer, donation, merger and acquisition, etc;
(3) The technologies that play a core supporting role in the main products (services) of the enterprise fall within the scope of the "high-tech fields supported by the state;
(4) The proportion of scientific and technical personnel engaged in research and development and related technological innovation activities of the enterprise shall not be less than 10% of the total number of employees of the enterprise in the current year;
(5) The proportion of the total research and development expenses of the enterprise in the last three fiscal years (if the actual operating period is less than three years, calculated according to the actual operating period, the same below) to the total sales revenue of the same period meets the following requirements:

1. The proportion of enterprises with sales revenue below 50 million yuan (inclusive) in the past year is not less than 5%;
2. The proportion of enterprises with sales revenue between 50 million yuan and 0.2 billion yuan (inclusive) in the past year is not less than 4%;
3. For enterprises with sales revenue above 0.2 billion yuan in the past year, the proportion shall not be less than 3%. Among them, the total R & D expenses incurred by the enterprise in China shall not be less than 60% of the total R & D expenses;
(6) The proportion of income from high-tech products (services) to the total income of the enterprise in the same period of the previous year is not less than 60%;
(7) The evaluation of enterprise innovation ability should meet the corresponding requirements;
(8) The enterprise has not had any major safety and quality accidents or serious environmental violations within one year prior to the application for accreditation.
2. The procedures for the identification of high-tech enterprises are as follows:
(1) Enterprise applications
Enterprises shall conduct self-evaluation in accordance with these Measures. Those who meet the accreditation standards shall be registered in the "High-tech Enterprise Accreditation Management Network" and apply to the accreditation agency for accreditation. The following materials shall be submitted when applying: 1. Application for identification of high-tech enterprises;
The relevant registration documents of the (II) enterprise established according to law;
3. Intellectual property-related materials, scientific research project approval certificates, scientific and technological achievements transformation, research and development organization management and other related materials;
(IV) the key technologies and technical indicators, production licenses, certifications and relevant qualification certificates, product quality inspection reports and other relevant materials of the enterprise's high-tech products (services);
(V) enterprise staff and workers and scientific and technical personnel information materials;
(VI) a special audit or verification report on the research and development expenses of the enterprise in the last three fiscal years and the income of high-tech products (services) in the previous fiscal year issued by a qualified intermediary agency, together with explanatory materials for research and development activities;
(VII) the financial and accounting reports (including accounting statements, notes to accounting statements, financial statements) of enterprises certified by qualified intermediaries for the last three fiscal years;
8. Annual corporate income tax returns for the last three fiscal years.
(2) Expert review
The evaluation institution shall randomly select experts who meet the evaluation requirements to form an expert group. The expert group shall review the application materials of the enterprise and put forward evaluation opinions.
(3) Review and determination
The accreditation body shall, in accordance with the evaluation opinions of the expert group, conduct a comprehensive evaluation of the declared enterprise, put forward the accreditation opinions and report them to the office of the leading group. The identified enterprises shall be publicized by the leading group office on the "high tech enterprise identification management network" for a period of 10 working days. If there is no objection, it shall be filed and published on the "High-tech Enterprise Identification and Management Network. The recognized institution shall issue a uniformly printed "High-tech Enterprise Certificate" to the enterprise; if there is any objection, the certification institution shall verify and deal with it.
3. After obtaining the qualification of high-tech enterprise, the enterprise shall fill in the annual development report on intellectual property rights, scientific and technological personnel, research and development expenses, business income and other aspects of the previous year on the "High-tech Enterprise Identification Management Network" before the end of May each year.
4. For secret-related enterprises, in accordance with the relevant provisions of the state on confidentiality work, under the premise of ensuring the security of secret-related information, the identification shall be organized in accordance with the identification procedures.
